This week, we’re taking inspiration from the ancient city of Qena, known for its rich history along the banks of the Nile and the nearby Dendera Temple Complex, a symbol of resilience and innovation. Much like the city, the Qena proposal is a beacon of stability and forward-thinking for the Tezos network, standing firm with its focus on technical progress while letting the economic framework evolve naturally.
As we approach the final day to vote, let’s dive into what makes the Qena proposal so pivotal as it moves through the Exploration phase. Qena, submitted by Baking Benjamins (Tez Capital), has already passed the Proposal phase and now awaits your vote to move forward as the 17th Tezos upgrade. Time is ticking, so let’s explore what Qena brings to the table.
A Quick Refresher on Qena
Qena offers all the key technical advancements of the Quebec proposals but with a critical distinction — no economic changes. This means it keeps the adaptive issuance mechanism from the Paris upgrade intact, allowing the economic model to stabilize before further tweaks are made.
Here’s why Qena stands out:
8-Second Block Times: Like Quebec A and B, Qena proposes reducing block times to 8 seconds, speeding up transaction finality and improving user experience.
Improved Delegation Calculations: Qena enhances the way baking and delegation rights are calculated, smoothing out issues introduced in earlier upgrades.
Economic Stability: By leaving the economic mechanisms unchanged, Qena ensures the network can continue to evolve without disruptive adjustments to issuance or rewards, focusing solely on technical progress.

One thing to note, if the proposal doesn’t get voted through the exploration phase by reaching the 80% super majority, the governance cycle will revert back to the proposal phase and the protocol will clear for new proposal submissions.
